Webb had authorised a manned Saturn V launch in December, but the decision on whether to fly to the Moon must await the outcome of the Apollo 7 test flight. On 19 August Phillips directed that if AS-503 was manned and lacked a LM, the mission was to be designated C-prime irrespective of where the spacecraft went. Then McDivitt's crew would ride AS-504 and fly the D-mission with CSM-104 and LM-3. The E-mission had been deleted. Later that day, Phillips told the press that if the flight of CSM-101 was a success, AS-503 would be manned and that since the LM would not be ready in time this would be a CSM-only mission; by not mentioning the option of leaving Earth orbit, he readily conveyed the impression of a mission confined to Earth orbit.

The Kennedy Space Center replied that, given sufficient notice of the configuration, it could launch the vehicle unmanned in mid-October but a manned flight would not be possible until late November at the earliest. HOW PETE MISSED BEING 'FIRST MAN' In view of slippage in the delivery of LM-3, on 7 August 1968 George Low told NASA headquarters that this spacecraft was unlikely to be ready for launch until February 1969. He felt that for Apollo to have a chance of achieving a lunar landing in 1969 the first manned Saturn V must occur in 1968.
