Aircrew employment factors also assume a 25 percent volunteer rate among ANG and AFRes components. Furthermore, objective utilization rates depend on several characteristics to include location, en route support capabilities, air traffic control restrictions, ramp space, crew ratio, and component makeup of the force structure.
