In 1783, the need to re-settle Loyalists along the banks of the St. Lawrence necessitated the expansion of the Crown's seigniorial obligations. In particular, the settlers would require the use of both a saw mill for cutting lumber and a grist mill for grinding flour. In exchange for the expense of construction, the Crown received a monopoly on both enterprises throughout the area. Although Cataraqui Falls was a good five miles upstream from the settlement, the height of the falls and the volume of water passing over them made them irresistible as the site of the needed mills.
Once freed, the pounding waves prevented the ship from leaving, and she caught fire in a matter of minutes. When the crew abandoned ship, the wind shifted, and she floated into the harbour. Both the Cataraqui and the Lord Nelson, which was also alight, drifted towards the Penny Bridge over the mouth of the Cataraqui River.
