During the spring, Clark broadened his conference planning committee to include an interagency group. The Children's Bureau then agreed to cooperate, but it expressed reservations in private. Reporting on a planning session, Bureau representatives alluded to strained relations with Justice. Children's Bureau officials felt unwelcome.

35 By this he meant the Children's Bureau view that delinquency was a complex social problem demanding expert treatment. He feared that the public would conclude that delinquency simply meant crimes committed by young criminals. The Bureau need not have worried. If it did anything, the conference reiterated the hesitant advice of the Pepper hearings, calling for a broad institutional attack on delinquency. "36 As a conference, then, the attorney general's meeting did little more than focus public opinion on the problem.

But the issue did not wither, nor was there a subsequent drought of singlecause explanations. In fact, a new fad in delinquency treatment emerged with some force right at this time and lasted into the 1950s. This was the parental school movement. Charles J. Hahn, executive secretary of the National Sheriffs'Association, had already put the theory before the Pepper Committee. 29 This assignment of blame received wide publicity in 1945 and after the war as law-enforcement officers and the public called for punishing the parents of delinquents.
